Amity City Charter:

A city charter is a legal document establishing a municipality such as a city.  A charter city is a city in which the governing system is defined by the city's own charter document rather than by state, provincial, regional or national laws. In the states where city charters are allowed by law, a city can adopt or modify its organizing charter by decision of its administration by the way established in the charter.

Emergency Operations Plan (EOA):

The City of Amity Emergency Management Mission is to ensure the City is prepared for a disaster by ensuring coordination of protection prevention, mitigation, response and recovery activities that increase the City's capabilities to minimize loss of life and reduce impacts from disasters. 

Amity's Emergency Operations Plan is an all hazard plan that describes how the City will organize an Emergency Management Organization to respond to emergencies and disasters in the community. It is based on, and is compatible with Federal, State, and other applicable laws, regulations, plans, and policies. 

Transportation System Plan (TSP):

The Transportation System Plan (TSP) is intended to prepare for and accommodate the future growth through 2040 in the most efficient manner possible. Without the big picture that the TSP provides, maintaining acceptable transportation network performance could not be achieved in an efficient manner. 

The TSP provides a long term guide for city transportation investments by incorporating the vision of the community into an equitable and efficient transportation system. The plan evaluates the current transportation system and outlines strategies and projects that are important to protecting and enhancing the quality of life in Amity through 2040. The TSP also provides a foundation from which to evaluate and determine what improvements could or should be required as part of private development projects. Plan elements can be implemented by the City, private developers, and state or federal agencies. A TSP is required by the State of Oregon to help integrate the City's transportation investment plans into the statewide transportation system. The plan balances the needs of walking, bicycling, driving, transit and freight.

Park Master Plan:

The purpose of the Park Master Plan is to develop a comprehensive vision for the City of Amity's entire park system. This plan provides specific tools and guidance for achieving the goals and specific action items envisioned by the Council, City staff, and the community at large.

Water Master Plan (WMP):

The purpose of the Water Master Plan is to perform a comprehensive analysis of the City of Amity's water system and to:

  • Identify system deficiencies

  • Determine future water distribution system supply requirements, and 

  • To recommend water system facility improvements that correct existing deficiencies and that provide for future system expansion.

This WMP is a 20-year planning document and projects water system needs through 2034.
